Most rulings like this affect any activities done after the ruling. Mr. Anderson’s incident happened before the ruling, so any lawsuit he pursues will probably not be able to take this ruling into consideration. I think it’s called ‘ex post facto’, in other words ‘after-the-fact’.
The ruling will affect any incident that happens from now on though.
